Details

pure-ftpd doesn not handle virtual users the way it should. Virtual users can't connect.
I followed the developpers instructions (http://download.pureftpd.org/pub/pure-ftpd/doc/README.Virtual-Users):

#groupadd ftpgroup
#useradd -g ftpgroup -d /dev/null -s /etc ftpuser
# cat /etc/passwd æ grep ftpuser
ftpuser:x:11438:10210::/dev/null:/etc
# cat /etc/group | grep ftpgroup
ftpgroup:x:10210:
# pure-pw useradd joe -u ftpuser -d /home/ftpusers/joe
Password:
Enter it again:
# cat /etc/pureftpd.passwd
joe:$1$HRE75Vc0$oVNI2L3Srd.ApSWYqG6RA/:11438:10210::/home/ftpusers/joe/./::::::::::::

So everything seems to be fine. If you try to browse ftp as joe, you recieve error 530 Authentication failed, sorry
.

You have to "compile" the database into a db format. Please read the logs and re-read pure-ftpd's manual.

Not a bug.
