* hugo 0.48-1

Steps to reproduce:

Install the hugo 0.48-1 package and try to build the academic theme with following commands:

git clone https://github.com/sourcethemes/academic-kickstart.git My_Website
cd My_Website
git submodule update --init --recursive

Once completed try to run the hugo server with:

hugo server

Current output:

Server starts to faild due to some syntax errors which are only supported by go 1.11 version

Expected beahviour:

Server starts without problems

Using the build package from https://github.com/gohugoio/hugo/releases/download/v0.48/hugo_0.48_Linux-64bit.tar.gz works as expected.

This confirms that the issue is only present on the arch package.

Attached is the changes I made to build it with go 1.11 using go modules.

Note that I added a patch to change the version of mage, because of https://github.com/gohugoio/hugo/issues/5191
and https://github.com/magefile/mage/issues/147#issuecomment-418095162

Just published hugo-0.49-1, seems to be fixed there. Let me know if all works again for you.
