Details

Description:
When I run `go test -c -i -o /tmp/___TestBuffer_existed_in_gitlab_com_sherlock_holo_suic_internal gitlab.com/sherlock-holo/suic/internal`
it reports "go test golang_org/x/net/dns/dnsmessage: open /usr/lib/go/pkg/linux_amd64/vendor/golang_org/x/net/dns/dnsmessage.a: permission denied"

and then I write some test codes like `net.Dial()` and then `go build -i -o /tmp/___go_build_test_go /home/sherlock/go/src/go-learn/test.go`
reports the save thing

Additional info:
* go 2:1.11-1
* go-mod enabled


Steps to reproduce:
write some codes like use `net.Dial()`, and then use `go build -i -o` o `go test -i -o`
