The cheese package currently declares gnome-video-effects as optdepends, but it appears to be a strict dependency to me.
FWIW Debian's cheese package also declares gnome-video-effects as a dependency:

Steps to reproduce:
Install cheese without installing gnome-video-effects; try to start cheese. I get (among other messages)
** (cheese:1442): WARNING **: 16:13:17.537: cheese-window.vala:1121: gnome-video-effects is not installed.
and a failure to start
