Description:
Running locale-gen returns the following:

Generating locales...
et_EE.UTF-8...failed to set locale!
[error] LC_COLLATE: missing 'reorder-end' keyword
done
Generation complete.

I've currently got a fresh arch installation.
I also tried reinstalling glibc.

Additional info:
/etc/locale.gen contains: et_EE.UTF-8 UTF-8
glibc version 2.27-3

Steps to reproduce:
Set et_EE.UTF-8 UTF-8 /etc/locale.gen
Run locale-gen in terminal
