I see iv being referenced in PKGBUILD with a dependency on qt4. But is does not appear to be present in the package?

Probably because it uses Qt5 now, which isn't present in the build root. Swapping qt4 with qt5-base should do it, if you actually want to build this. Just ran the cmake step, it also complains about a number of plugins that won't be built, and that PYLIB3_INSTALL_DIR, PYLIB_INSTALL_DIR, and USE_PYTHON3 don't do anything.
