The ftp server oss.sgi.com seem dead:

The webpage points to HPE. No clue where the webpage and/or download location has gone.

When HP bought SGI and migrated to HPE later on, they removed all SGI stuff and redirected to HPE webpages.
There's a git repository at git.kernel.org that has dmapi, but it's an older version.

As nothing in the repositories depends on this package and the package itself only provides a library, I think it's best to kill this piece of unmaintained software.
