I think dotnet-runtime should be excluded from pacman
dotnet-runtime 2.1 is still buggy, failed my socket connection to local 127.0.0.1 server quietly with timeout
Restored back to prior version 2.0.7 or lower version works fine

Is that for an ASP.NET Core app?
If so, you have to install the new package aspnetcore-runtime.
For now it's available on AUR (https://aur.archlinux.org/packages/aspnetcore-runtime/), and a patch has been submitted in task  FS#58806 .

1) I have no idea what "excluded from pacman" means
2) You haven't provided any useful information to figure out what's going on here.
