Are you sure? They have both the EPL and the CPL in the git repo, and their site lists it as CPL: https://graphviz.org/license/

https://gitlab.com/graphviz/graphviz/commit/d749d160e67722fee467e6f9517eb7ba747eeb1c shows a switch to EPL but some files remain under the CPL
