Description: Intel Corporation Wireless 7260 wifi gets hard blocked (according to rfkill) when unloading iwlwifi module (e.g. to unload/reload after suspend) on all 4.16 kernels (so far) and doesn't come back up after a reboot, needs to be toggled in the EFI on a Dell Venue 11 Pro 7130.

Additional info:
* package version(s) -- tested all released 4.16 kernels so far
* config and/or log files etc. -- rfkill lists hard block

Steps to reproduce:
Unload iwlwifi module on a Venue 11 Pro 7130 stock wifi on Linux 4.16, and try to reload it. The wifi is gone and persists after reboot.
