Description: hot-plugging an eSATA drive does not work,
dmesg shows no activity after plugging the drive in, scsiadd
does not see it too. If the drive is connected at boot, it
becomes available. Attached are dmesg from a boot with the
drive attached (ata3.00: ATA-9: WDC WD40EZRX-00SPEB0,
80.00A80, max UDMA/133) and lspci output. Not sure what
kernel update broke this. Same machine running Gentoo with
custom-configured 4.16.7 kernel has no problems with the
drives hotplug.

the following command does not work:
# scsiadd -s
but the following command detects the hot-plugged eSATA drive:
# echo 0 0 0 | tee /sys/class/scsi_host/host*/scan

Automatic detection, like it behaved in 4.14 is gone.
