Description: the libsystemd package contains the dynamic libraries, but is missing header files for those libraries.

* config and/or log files: N/A


Steps to reproduce: try to build a package that depends on libsystemd without systemd.

Additional comments about closing:  systemd is part of the base-devel group and is assumed to be installed at build time.

That's why a package depending on libsystemd should have systemd in makedepends. libsystemd is just the lib, nothing more.

Is there a reason for this? All lib* packages I know also include header files.
