Description:

I just swichted to a systemd based init system and noticed that I can't reboot from it, e.g. when a problem happened or a password prompt timed out.
It will show 'Failed to execute shutdown binary, freezing' which is printed by this piece of code in systemd: https://github.com/systemd/systemd/blob/v238/src/core/main.c#L2476-L2481.
Changing the hook order in /etc/mkinitcpio.conf did not help.
Asking about this problem in /r/archlinux showed that other users can reproduce the same problem but didn't notice it yet.

$ sudo lsinitcpio /boot/initramfs-linux.img | grep shutdown
usr/lib/systemd/system/shutdown.target

Additional info:

* linux: 4.16.5-1
* systemd: 238.76-1
* mkinitcpio: 24-2

Should be broken for all previous versions too.

Steps to reproduce:

Use a systemd based init system and try to reboot in it, e.g. by holding ctrl+alt+del.

As a workaround you can add /usr/lib/systemd/systemd-shutdown to the BINARIES array of mkinitcpo.conf

"shutdown binary" seems to be systemd-shutdown, not shutdown. That's what's missing.

I can confirm that the workaround fixes the reboot problem.
