epiphany- fails to start with error:
epiphany: error while loading shared libraries: cannot open shared object file: No such file or directory

From ldd output it seems that it was built against icu61 but for some reason is still looking for

$ ldd /usr/bin/epiphany |grep icu => not found => /usr/lib/ (0x00007fc089f6d000) => /usr/lib/ (0x00007fc085b7b000) => /usr/lib/ (0x00007fc0854bb000) => /usr/lib/ (0x00007fc07fb2e000)

Additional comments about closing:  epiphany (issue was that a new package, built against icu 60.2, was uploaded to [extra] about a minute after the icu rebuilds were moved out of testing)
