By default LIKE operator behaves inconsistently: it is case-insensitive for ASCII letters, but case-sensitive for everything else. Fixing this requires rebuilding with ICU extension. Note the "bugs, problems and security issues" section in https://www.sqlite.org/src/artifact?ci=trunk&filename=ext/icu/README.txt - there might be a reason why sqlite upstream isn't built that way by default ;-)
