bug is in valabind package, it needs rpath if it links against that library. Vala has parallel installable libraries, I don't think adding a versioned path to the default linker path is a good idea.

Well, I'm not sure what we could be doing to break this, given that it *should* add an rpath when linking against libs which are not in the default libdir, and which do not install an *upstream* ld.so.conf.d snippet. Even if we added such a config, it would still mean the upstream software is broken on any other distro... why should we fix things downstream without contributing those fixes upstream?

So no, this is not a packaging issue. Please do open an upstream bug and post a link here.
