Description:
Fontconfig already includes all configuration needed for Emoji fonts.
See /etc/fonts/conf.avail/45-generic.conf and /etc/fonts/conf.avail/60-generic.conf

I propose removing configuration files shipped by this package as they seem to serve no purpose.

Furthermore B/W font shipped with this package is not recommended by upstream:

> The black-and-white emoji font is not under active development. Its repertoire of emoji is now several years old, and the design does not reflect the current color emoji design. Currently we have no plans to update this font.

https://github.com/googlei18n/noto-emoji/blob/master/README.md#bw-emoji-font

It also collides with color emoji font while using some applications like GNOME Web (epiphany)

I propose to ship this font separately or at least not shipping it with this package.

Additional info:
* 20180102-1

Steps to reproduce:
* Use default fontconfig configuration
* Using GNOME Web (epiphany) open https://en.wikipedia.org/wiki/Emoji#Skin_color
* If you have b/w font few of the faces will display using b/w font, rest will be in Color Emoji font
