Description: Pretty self-explanatory, a bug in setup.py upstream caused setuptools to place requirements.txt and requirements-hw.txt into /usr. Not only is this super dumb, it conflicts with forks of electrum.

The upstream fix can be found here: https://github.com/spesmilo/electrum/commit/e72947c8fd50575d69cb005a52f99aeef66f4186
A similar patch was applied to https://aur.archlinux.org/packages/electron-cash/

Additional info:
* electrum 3.1.0-1

Steps to reproduce:
sudo pacman -S electrum
ls /usr
echo "This is really stupid"
