10mbit/s seems quite slow. Is this hosted at a home connection?

Nope, unfortunately the upload speeds at homes in Israel are actually lower than that. Unless you're very lucky and happen to be in an area were new fiber optics infrastructure is laid, 3Mbit/s is the best you can get for a home connection in Israel.

This server sits in a datacenter. It has dual power supplies fed from two different power sources backed up by UPS and generators at N+1 configuration. The server itself has HW RAID. It's an HP DL360 G9.
