intel-gpu-overlay won't be built if its dependency, peg, is missing. This is a recent change by upstream, and resulted in intel-gpu-overlay no longer being shipped by Arch Linux from #intel-gfx@freenode <CounterPillow> What happened to intel-gpu-overlay? Maintaining packages isn't easy so thank you for your time!
peg is a possible candidate for inclusion into [community] so we can depend on it, though the upstream seems a little dead (no new release since 2016). A TU would also have to adopt it (or I would have to become a TU, hint hint nudge nudge).
Alternatively, I could separately package intel-gpu-overlay on the AUR.
