Friends, I have, too, such a the problem with this font. Russian characters are larger than English ones. The problem was solved only downgrading package cantarell-fonts-1:0.100-1 to cantarell-fonts-1:0.25-3...

Cantarell was remade from scratch and the font currently has no Cyrillic characters.
