I tried to add the plugin to a panel, but it doesn't load, then i tried to get the latest source code in order to compile it. At the ./configure stage, there was an error about missing Perl::Xml. I just install the perlxml package, and try to install the plugin (the one from testing) to my panel, and it worked. I think that perlxml should be added as a dependency for this package. It seems that adding perlxml, also let me load the weather plugin without hanging.

perlxml, or let's say intltool, is only a makedepend. As this is a -svn snapshot, I guess your problem has been fixed in a later snapshot.

BTW, xfce4-mpc-plugin from Testing doesn't have perlxml as makedepends too.
