The problem is, that makedepends=('cargo') is too unspecific - if this dependency is satisfied by 'rustup', then it won't compile with "no default toolchain configured".
E.g. if you set

makedepends=('gcc-libs' 'cargo' 'rustup')

the build fails with:

==> Starting build()...
error: no default toolchain configured
==> ERROR: A failure occurred in build().

This is for svgcleaner 0.9.2-1 (in git revision 7f0f4af8a7a36e04d8e45ddece951633b45b1a93)
This task depends upon

I would say if you have rustup installed, you also have it set up, so you should have a default toolchain.

Plus, if you depend on rust instead, it is still provided by rustup...
