Detailspolkit should be moved to systemd-sysusers to create its user and group. It would be very simple, two simple lines like this should be enough to do exactly the same as https://git.archlinux.org/svntogit/packages.git/tree/trunk/polkit.install?h=packages/polkit:
u polkitd 102 "Policy Kit Daemon" m polkitd proc |
