According to the 17.3.0-2 commit message, "libtxc_dxtn is now integrated into Mesa".

If that's true, mesa should have a `replaces` for it so as to reduce clutter on systems which previously had it installed.

I'm not so sure it should. It doesn't provide libtxc_dxtn, so it can't satisfy any other packages that might have a dep on that lib.

I'll leave the Arch specifics on the respective maintainers, with my dev hat on:

Nobody outside of Mesa should be using libtxc_dxtn. AFAICT it's not something that was endorsed or supported by libtxc_dxtn.
If there are other users, they are already broken so there shouldn't be any concerns.
