in /usr/lib/systemd/system/zram-setup@.service, we can find the following line: EnvironmentFile=-/usr/local/lib/zram.conf.d/%i-env As you can see the service looks for configuration under /usr/local/lib, not /etc. When people backup /etc (e.g. using etckeeper) and restore, this environment file will be forgotten, given that using /usr/local is not a good practice in Archlinux.
