Details

Description:
The symlinks for col-resize and row-resize in the cursor themes are reversed.
col-resize is symlinked to split_v and row-resize is symlinked to split_h but it should be the opposite.

Additional info:
* oxygen 5.11.4-1 but it has been the case for quite a while

Steps to reproduce:
1. Choose one of the oxygen themes (i normall use oxygen white) and in a browser navigate to https://developer.mozilla.org/en-US/docs/Web/CSS/cursor
2. Scroll down to col-resize and row-resize
3. Notice that the cursor when you hover over them are rotated 90°.
4. Can also be verified by opening /usr/share/icons/Oxygen_White/cursors/col-resize and comparing it to ex. /usr/share/icons/breeze_cursors/cursors/col-resize.
