According to https://bugzilla.mozilla.org/show_bug.cgi?id=858919#c65, native notification support for Firefox is currently disabled because otherwise there are buggy notifications.

As of Firefox 59, there is an about:config option to disable native notifications manually as well, see here: https://bugzilla.mozilla.org/show_bug.cgi?id=1418287
I'd suggest that instead of stripping native notification support completely, it should just be disabled using that config option once it is released.
That way one could enable native notifications manually.
