PyQt4 currently prints the following message:

Unable to load library icui18n "Cannot load library icui18n: (icui18n: cannot open shared object file: No such file or directory)"

I suspect that this is due to a missing ICU rebuild after icu-60.1-1 entered testing.

The following python snippet illustrates the problem:

$ python
Python 2.7.14 (default, Sep 20 2017, 01:25:59)
