Version 0.4.2-1 of the liblqr package in [extra] has a buildtime dependency on pkgconfig, now named pkg-config, which is problematic for some users[1]. Additionally, pkg-config is expected to be present at build-time anyway afaik, so the dependency might as well be dropped altogether.
