So it's not compatible with a system that's been dead for over 15 years. I don't see this as much of a problem.

It certainly isn't - I've personally never seen such file before.
But this is probably an unintended side-effect, I'm not aware of "regular" CR-only use-cases either and apparently such files are in the wild so I thought at least the maintainer should be aware of the situation to take a decision (no worries, I'm not gonna argue on this ;-)

In the PKGBUILD and accompanying files, there is no indicator that this is an Arch Linux-specific behaviour (archlinux.vim merely sets the `nocompatible` option and does not touch `ffs`). In Debian, the behaviour is the same.
