Description:

While trying to look into  FS#55157 , all of a sudden, the build on x86_64 fails (but still succeeds on i686) with:

digitlst.cpp:67:13: fatal error: xlocale.h: No such file or directory
# include <xlocale.h>
^~~~~~~~~~~
compilation terminated.

icu-59.1-1
* config and/or log files etc.
full logs (for both architectures) are attached

Steps to reproduce:
> staging-x86_64-build -c

P.S.: Note, that i686 has been built with packages from archlinux32 - which are somewhat older than official i686 packages.
