The allegro.m4 file isn't included. It should be installed under /usr/share/aclocal/allegro.m4

Apparently upstream had a Makefile once which installed it, but the CMakeLists.txt just has an obtuse comment which may mean they will one day consider adding it, implying that their build system migration just sucked, and it is really meant to be installed.
