Description:

Kodi requires "udisks" (not udisks2!) to access external storage.
Please provide "udisks" as package and add it to the optional dependency list.

udisks is deprecated, therefore removed from the official repository:
https://lists.archlinux.org/pipermail/arch-dev-public/2017-January/028654.html

It should be fixed by upstream as you already reported:
https://trac.kodi.tv/ticket/17560
