which is used by /usr/lib/systemd/system/rescue.service and /usr/lib/systemd/system/emergency.service

Steps to reproduce:
Install systemd 234.11-4, add systemd to the HOOKS entry of /etc/mkinitcpio.conf and rebuild the initrd's
boot with the argument rd.emergency or rd.rescue rescue.service or emergency.service will start but no shell will be presented.
Adding FILES="/usr/lib/systemd/systemd-sulogin-shell" to /etc/mkinitcpio.conf and rebuilding the initrd's
booting with rd.emergency or rd.rescue rescue.service or emergency.service will start and a shell prompt will be presented.

Additional note as systemd 233.75-3 had a functioning shell using rd.emergency and rd.rescue I believe  FS#53095  is fixed.
