Description:
The currently shipped version of wpa_supplicant does not set CONFIG_IEEE80211R in the config file, meaning that Fast Transition mode is unavailable, and attempts to enable FT-EAP or FT-PSK key_mgmt modes in the config fails.

Would it be possible to add this config option? Fast Transition is very useful for networks that support it :)

Steps to reproduce:

1. Install wpa_supplicant
2. Set key_mgmt=FT-PSK or FT-EAP in a network config
3. wpa_supplicant fails to start.

I would like to ask for this change also. Ubiquiti is rolling out 802.11r-support in their 5.6-controller, Cisco and Aruba has had it in place for quite a while and both iOS/macOS and Windows are supporting it client side in the latest releases.

For the record, it is already enabled in [testing]. Feel welcome to test it.

Note that I'm not moving it to stable yet as I'm fighting with issues caused by OpenSSL 1.1.
