added an entry for /var/log/lastlog
f /var/log/lastlog 0664 root utmp -
that path already has an entry provided by shadow
f /var/log/lastlog 0644 root root
entries differ on group assignment also having duplicate entries causes a warning such as
systemd-tmpfiles[425]: [/usr/lib/tmpfiles.d/var.conf:17] Duplicate line for path "/var/log/lastlog", ignoring.

Steps to reproduce:
Boot a system with the current testing packages installed check the journal for warning message.

Rephrased, we should just drop the tmpfiles fragment from shadow.
