gnome-system-monitor package has many local translation,for example:
/opt/gnome/share/locale/zh_CN/LC_MESSAGES/gnome-system-monitor.mo
/opt/gnome/share/locale/ru/LC_MESSAGES/gnome-system-monitor.mo

no matter what local is,gnome-system-monitor always is in english,
This issue exists in 2.14.X and 2.16.0 version

Additional comments about closing:  Locales weren't initialized correctly in gnome-system-monitor. This has been fixed in gnome-system-monitor-2.16.0-2.
