Description:

The archlinux.cloud.cfg included in 0.7.9-1 sets distro: ubuntu, even though distro: arch is a supported mode in cloud-init. This causes the wrong commands to be used for managing the network, installing packages, etc.

Note that if this change is made, we will run into https://bugs.launchpad.net/cloud-init/+bug/1705306. A patch has already been submitted upstream, but has not yet been accepted.
