Description:

Newer versions of cloud-init require polkit in order to launch the cloud-init service:

$ systemctl enable cloud-init.service
Failed to enable unit: The name org.freedesktop.PolicyKit1 was not provided by any .service files
$ pacman -S polkit
$ systemctl enable cloud-init.service
$
