Wrong file permissions for `_bazel` completion file. Permission is 755, should be 644.

Likewise the bash completion, which can probably be moved from /etc/bash_completion.d/ to /usr/share/bash-completion/completions/

When I suggested moving the bash-completion file, I expected you to install it as /usr/share/bash-completion/completions/bazel :) because bash-completion lazy loading looks in that subfolder for completion files named after the command being completed on the CLI. Also it would have to go in the "completions/" subdirectory.
