It seems the /run/mysqld directory is not created.

This occurs when you do not have systemd present, which isn't mentioned as a dependency.

The directory /run/mysqld/ is created by systemd-tmpfiles. Adding a dependency to systemd does not help if you do not boot your system with systemd, no? Make sure your init system and/or init script creates the directory.
As systemd is our default init system there is nothing to change IMHO.
