When building packages in a chroot, so with base-devel, gnupg produce an error because systemd is not installed.

The output of extra-x86-64-build:
(5/9) upgrading gnupg [######################] 100%
/tmp/alpm_666aUu/.INSTALL: line 2: systemctl: command not found
error: command failed to execute correctly
(6/9) upgrading perl [######################] 100%

I did not took the time to look why these services are auto-enabled with package installation, which is uncommon.

We should either test systemctl binary or pull systemd deps.
