Arch's gcc is now 7.1 and no gcc6 is available (like gcc5, gcc49, etc.). /usr/lib/libgfortran.so.3 not exists on gcc 7, but it's needed by numpy. So, numpy is broken currently. ldd /usr/lib/python3.6/site-packages/numpy/core/multiarray.cpython-36m-x86_64-linux-gnu.so shows that libgfortran.so.3 is not found.
