The current PKGBUILD passes the following options to the configure script:
[...]
--with-default-fonts=/usr/share/fonts \
--with-add-fonts=/usr/share/fonts

This results in the following snippet in /etc/fonts/fonts.conf:

<dir>/usr/share/fonts</dir>
<dir>/usr/share/fonts</dir>
<dir prefix="xdg">fonts</dir>
<!-- the following element will be removed in the
<dir>~/.fonts</dir>

This means that by default /usr/local/share/fonts is not a directory where fonts can exist.

Changing --with-add-fonts to /usr/local/share/fonts would result in the following snippet in /etc/fonts/fonts.conf:

<dir>/usr/share/fonts</dir>
<dir>/usr/local/share/fonts</dir>
<dir prefix="xdg">fonts</dir>
<!-- the following element will be removed in the future -->
<dir>~/.fonts</dir>

Specifying the directory for additional fonts to be /usr/local/share/fonts allows users to add fonts that are not from a package, and this change would remove /usr/share/fonts as a directory for fonts.

The PKGBUILD from 2.12.3-1 (released to extra today) still has /usr/share/fonts for both options.
