DetailsIf you run a Julia kernel in Jupyter notebook without having installed mbedtls, you get error messages about not being able to find the mbedtls shared libraries. I propose that jupyter-notebook depends on mbedtls to avoid this problem.

If it's required by the Julia kernel, then it should be a dependency of the Julia kernel, which is not in our repos
