It appears that upgrading lib32-harfbuzz to 1.4.1-2 breaks steam-native-runtime:

And what version of lib32-freetype2? Remember, partial updates aren't supported.

Hmm, good point, that's the wrong example. Although I'm no longer experiencing the problem so I'm not quite sure what was going on.
