Description:
ruby isn't usable in vim

Additional info:
$ pacman -Ss ruby | head -n 1
extra/ruby 2.4.1-3 [installed]

Steps to reproduce:
1. $ vim
2. :ruby puts "#{RUBY_VERSION}-p#{RUBY_PATCHLEVEL}"
3. E370: Could not load library libruby.so.2.4.0
E266: Sorry, this command is disabled, the Ruby library could not be loaded.
