After updating GNOME and GTK packages from version 3.24, Cinnamon theming was completely broken. Theme, icon, mouse and font preferences could not be set anymore and everything was reverted back to default GNOME-Shell settings. There are some more reports about this issue and it appears that gnome-settings-daemon is the culprit.
