I have checked the package. virt-manager doesn't depend on netcat in the package. This bug should has 'libvirt' as target. And I am not sure yet if this would work. According to some debian people there are problems with gnu-netcat: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=516482
But I would be willing to push a version in testing.
